Some users are not receiving campaigns that are targeted to them.

Some campaign reports are showing that individuals are not receiving the campaign email. When looking at the email delivery report in our dedicated email reporting platform, we can see that the emails are being delivered successfully.
The issue appears to be that the delivery flag is missing on those users, resulting in the Analyze campaign report showing that the email was not delivered.
